Starting point for cap & trade with mercury

BaySense: Mis-representation of 'cap & trade': just like Groundhog Day:

BaySense: Which type of mercury regulation is better: 'top down' or 'market-based'?:

"In our discussion yesterday, Terry cited several reasons why he prefers 'top down' regulation of power plant mercury over market-based 'cap & trade' regulation. His comments raise some excellent questions:

1. Hotspots - Do the dynamics of mercury dispersion & deposition lead to significant 'hotspots'?

2. Fairness - Is one type of regulation more fair than the other?

3. Gaming - Is one method of regulation more susceptible to gaming than the other?

4. Where to start - Does it make a difference whether we start (1) 'at the public health level and regulate in protective terms' or (2) 'at the smokestack level and hope the market works'?"

BaySense: EPA's Leavitt defends mercury cap & trade:

Personally I feel that cap & trade is not a good idea for mercury emissions. Seems way too localized. But need to look into it more.
